NOTICE OF ANNUAL SCHOOL DISTRICT MEETING
OF THE VOTERS OF THE
NORTHEASTERN CLINTON CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that the Board of Education of the Northeastern Clinton Central School District, Clinton County, New York will hold a public hearing on the 2025-2026 budget on Wednesday, May 7, 2025 at 6:00 pm in the Middle School/High School District Office Conference Room.
NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District’s budget for 2025-2026, exclusive of public monies, may be obtained by any resident or taxpayer of the District during business hours beginning May 6, 2025, except Saturdays, Sundays and or holidays at any school building, the district office, and the school district website.
AND NOTICE IS ALSO GIVEN, that the annual meeting of the qualified voters of said School District, County of Clinton, State of New York, will be held in the Middle School Gymnasium, 103 State Route 276, Champlain, New York, and Mooers Elementary, 16 School Street, Mooers, New York, on May 20, 2025 from 11:00 a.m. to 8:00 p.m., prevailing time, for the purpose of voting upon the following propositions:
PROPOSITION I
(Budget)
To approve the proposed 2025-2026 school budget, and to authorize the requisite portion therefore to be raised by taxation on the taxable property of the District.
PROPOSITION II
(Transportation)
Shall the Board of Education of the Northeastern Clinton Central School District be authorized to purchase four (4) student transportation vehicles, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $715,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds and notes are hereby authorized to be issued at one time, or from time to time, in the principal amount not to exceed $715,000.
PROPOSITION III
(Libraries)
That the Board of Education of the Northeastern Clinton Central School District, County of Clinton, be and hereby is authorized to expend the sum of $11,500 per community library and to levy the necessary tax thereof. The estimated tax rate will be .0451 per thousand of assessed valuation.
PROPOSITION IV
(Board of Education Members)
To elect two (2) members to the Board of Education for a term of four years (July 1, 2025 – June 30, 2029). One seat is currently held by Mandie Bechard, the second seat currently held by Stephen Southwick.
NOTICE IS GIVEN that voting upon the foregoing Propositions will be by paper ballots, and will take place in the Middle School Gymnasium, 103 Route 276, Champlain, New York, and Mooers Elementary, 16 School St., Mooers, New York on May 20, 2025 from 11:00 a.m. to 8:00 p.m., prevailing time.
AND FURTHER NOTICE IS HEREBY GIVEN, that applications for absentee ballots will be obtainable during school business hours from the District Clerk, applications will be accepted by the District Clerk beginning April 21, 2025; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 20, 2025.
A list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk through May 19, 2025, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election, and on May 20, 2025.
AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots will be obtainable during school business hours from the District Clerk, applications will be accepted by the District Clerk beginning April 21, 2025; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Early mail ballots must be received by the District Clerk no later than 5:00p.m., prevailing time, on May 20, 2025.
A list of persons to whom early mail ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk through May 19, 2025, between the hours of 9:00 a.m. and 4:00 p.m. on weekdays prior to the day set for the annual election, and on May 20, 2025.
NOTICE IS FURTHER GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk’s Office at 518-298-8242 or mrabideau@nccscougar.org. For a military voter to be issued a military ballot, the District Clerk’s Office must have received a valid ballot application no later than 4:00 pm on April 25, 2025 [25 days prior to the vote]. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
AND FURTHER NOTICE IS HEREBY GIVEN, that a military voter who is not currently registered to vote may apply to register as a qualified voter of the School District by requesting and returning a registration application by April 25, 2025 in order to receive a military ballot application and ballot. The request for a registration application may include the military voter’s preference for receipt of the registration application by mail, fax, or email if it is received by April 25, 2025.
NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Education Law §2014 and any eligible person shall be entitled to have their name placed upon the Register of the School District if they are known or proven to the satisfaction of the District Clerk to be then or thereafter entitled to vote. Personal registration occurs at the District Office on business days from 9:00 a.m. – 4:00 p.m., excluding the (5) calendar days preceding an election or vote. If a voter has heretofore registered to vote with the School District and has voted at an annual or special school district meeting within the last four calendar years, they are eligible to vote at this election and vote. If an eligible voter is currently registered to vote with the Clinton County Board of elections, they are also eligible to vote in this election and vote.
AND FURTHER NOTICE IS HEREBY GIVEN, that the Board of Registration will meet to prepare the Register of the School District pursuant to Section 2014 of the Education Law at the District Office, on May 15, 2025, between the hours of 12:00 p.m. and 4:00 p.m. to add any additional name to the Register to be used at the aforesaid election. The register so prepared pursuant to Section 2014 of the Education Law will be filed in the Office of the Clerk of the School District in the District Office, and will be open for inspection by any qualified voter of the District, on each of the five days prior to the day of the election, except Saturday, May 17, 2025 and Sunday, May 18, 2025, between the hours of 9:00 a.m. and 4:00 p.m., prevailing time and at the polling place on the day of the vote.
NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of school board member must be filed in the District Clerk’s Office no later than 5:00 pm on April 21, 2025. Each petition shall be signed by at least 25 voters of the District, and must state the name and residence of the candidate.
AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with §2023 and 2008 of the Education law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the Board of Education at the District Office, on or before April 21, 2025, at 5:00 p.m. prevailing time; must be signed by at least twenty-five (25) qualified voters of the District; and must state the name and residence of each signer. However, the School Board will not entertain any petition to place before the power of the voters to determine, or any proposition which fails to include a specific appropriation where the expenditures of monies is required by the proposition.
